Don't know about the fee, but most footballers are glory hunters and want to play somewhere where they can be headliners, so west ham is a good choice for payet . don't know about you but i'm bouncing!

i think the fee is down to the fact he only had a year left on his contract also he's 28 so I guess both these factors represent the fee
